From the beginning it's been established that the DARSIT is smaller on the inside. It's a ridiculous concept and that's what makes it so fun -- there's never enough room to be perfectly comfortable, yet somehow there's always room for one more. We don't need to explain it further than that.

iaminspectorspacetime: Fair enough. I was suggesting the Library as an easy solution, but now that you've forced me to be clever...
How's this. The Space Masters, equipping their members for stakeout, set up an evidence-compiling computer that updates from input all over the galaxy. They put these consoles in cleverly-hidden stakeout posts all over the universe. We shouldn't overuse them, of course, but it would be nice to pull them out every once in a while.

This is an interesting idea, but don't these remnants of the Inspector's civilization link him more to the Universe than an temporary flat? However, they would be useful Deus Ex Machinas. An alien archive is exactly what a space police force would possess, and an alien antagonist would like to get their hands on. Especially the Blorgons who want to find the details of all superior races they can wipe out.
With respect to the Inspector's 'home' I agree there cannot be any expansions to the Phonebox, that would undermine the whole thing.
However, the Inspector must take a shower somewhere. I'm sure his personal hygiene is exemplary!
The reason I raised the idea of the flat was as an analogue for the TARDIS, but very different. The TARDIS is the home of the Doctor, and there are rooms for eating, sleeping, going to the toilet, swimming etc. Whilst to an extent these things can be ignored for narrative purposes, it would be nice to have some handwaving explanation as to how this is possible.
The flat is able to change, show personality of Inspectors and potentially have a story around it. The 'docking station' idea turns the DARSIT into a porch to what is essentially a stationary TARDIS. I, however, do understand the worry of tieing him to one place.
Perhaps he is a frequent visitor to hotels? A waterfall on Maximegalon which is just the right temperature and pressure to shower in? I just feel there is an opportunity there to develop a minor, but interesting aspect to the IS backstory, with which you can both distance from but emulate the ripoff.
The other question is whether you are creating this for comic effect, a parody with merit as it were, like 'Airplane' as Travis referenced, or if you are attempting to develop an entirely parallel show, which is similar but different to 'The Other Show'. That really will effect which way you fall on this sort of thing.
Anyhoo, sorry for the explosion of stuff there.

Love the flat idea; great way to differentiate from the Doctor. Just because you're a wandering loner doesn't mean you have to live out of your van; I mean really, SOME people have standards! 
The most important thing for a name, in my opinion, is that it fits well into the phrase "Quick, get in the ____!" With that in mind, allow me to propose:
STANLEY
Spacial, Temporal, And Non-Linear Entropic Yacht
"But Inspector, it doesn't look anything like a yacht!"
"Doesn't it? I thought I did a fairly good job with the trim there."

Or alternatively, one could simply call it the Box Of Oscillating Temporal Harmonics. It is, after all, where the word came from.

The Inspector is always somewhat miffed whenever an associate refers to any other object as a "booth", calling them "mere enclosures".
Such poor imitations of the original B.O.O.T.H have plagued him ever since he helped stop the Viking invasion at Stamford Bridge -- by requesting a toll.
