It seems clear to me that Inspector Space Time is a bit more violent than a kid friendly show might be.
other than his well -recognized "pragmatist" additude. y'know, where he does what is "necessary".

It seems clear to me that people die, violence is had, adult situations develop, and at best it's pg-13, but not g or pg. This does not seem like an occasional occurrence, do you agree?

Sounds about right. DW did have the Fifth Doctor kill Kamelion, one of his companions, maybe thee same thing befell Buckley...
