Presumably, given the Cornish setting, Haggard is in love with Daveth Evans, the confident, out-and-proud gay laundry boy, who once worked for the original Precinct in Manchester and had a boyfriend there.

I can see Torchwood equivalent based in Cornwall. Similarly regional, slightly comic accents. I'm surprised by this, my first thought would have been to set it in Edinburgh. Interestingly enough, most spisodes of IS are filmed in Edinburgh, as the local labour laws allow minors to be hired at below minimum wage for all non-technical work. This allows the BTV to keep costs much lower than filming in England.

Hey, guys, I've been catching up on my Torchwood, and I recently watched an episode where someone asked what the name of the place was... They listed off a couple of guesses before someone told him, and I thought "hey, one of those would be a great name for the Inspector-universe version." Then I promptly lost track of which episode it was, who was doing the asking, and what the names were...
Ok, so I just did some digging, and it was John (James Marsters), the other Time Cop in episode 201:
JOHN: Oh, do you have a team name? I love team names, go on! JACK: Torchwood. JOHN: Oh. Not Excalibur? Blizzard? Bikini Cops? No? Torchwood. Oh, dear.

Ok, shut up, me. I completely didn't realize that Torchwood was an anagram of Doctor Who. That is bloody brilliant. And though I like using all of "Inspector Spacetime" for the anagram of not-Torchwood, I think Peacemist is a much better name, and that it also speaks to the more family-friendly style of the show. ~Trav

Yeah, and and Torchwood was also the name that they used to disguise Doctor Who tapes when they sent them from Cardiff to London
